MCA is going to release new forms for incorporation of new LLPs similar to SPICe form in case of Private Limited Company registration. RUN-LLP form will be similar to RUN form in existence for other companies name approval and FiLLiP (Form for Incorporation of Limited Liability Partnership) will replace the existing Form-2. New rules shall come in to force from 2nd October, 2018 and new forms will be released accordingly. 

New forms RUN-LLP, FiLLiP, Form-5, Form-17 and Form-18 shall be processed by the Registrar, Central Registration Centre for and on behalf of jurisdictional registrar.

Important point to note is that earlier partners willing to incorporate LLP not having existing DPIN/DIN were not able to incorporate new LLP, however now with the new form FiLLiP, an indicidual required to be appointed as designated partner does not have DIN or DPIN, application for allotment of DPIN shall be made in Form-FiLLiP, which shallbe restricted to two individuals. 

Further similar to SPICe form, application for reservation of name may be made directly through FiLLiP form instead of going name approval in RUN-LLP form first.

Following process flow changes are proposed to enable the LLP incorporation process reengineering:

• All Form 1 and Form 2 (along with Form 17/18/Addendum) which are pending processing from the date of notification of revised forms, shall be marked under Resubmission.
• All forms which have to be resubmitted, must be submitted again in the new web service/new forms only.
• All names which have been approved and against which Incorporation form is not filed till the date of notification of revised forms, shall be allowed to be used to file form FiLLiP for incorporation.;
• All names which have been approved and against which Change of name Form 5 is not filed till the date of notification of revised forms, shall be allowed to be used to file in revised Form 5
